What Are Exchange Values?
Exchange values in MLB The Show are point-based values assigned to player cards based on their overall rating. These points are used in Exchange Missions to turn low-tier cards into higher-tier ones (Bronze → Silver, Silver → Gold, Gold → Diamond) and perhaps more often, to complete Exchange missions to progress in Programs like Team Affinity.
Each overall rating has a fixed point total. For example, a 70 overall player is worth 651 points, while a 90 overall brings a hefty 75,926 points to the table. To complete an exchange set, you'll need to hit a certain threshold outlined in the exchange task itself.

If a 99 overall and 91 overall card both have the same exchange value, there's no reason to buy the pricier card to exchange. Remember: you lose the card when it's exchanged. So only exchange cards when cost efficient!
